Help! 2000 Ford Expedition Will Not Start

I recently aquired this vehicle. Not sure how long vehicle has been sitting and probably has not started for quite some time. I checked the starter and it was bad - I replaced starter. Odomoter just reads dashes. The theft light flashes code 16. I tried to hook up my OBD2 connecter to computer, but adaptor does not communicate with the computer. The fuel relay in the engine compartment is clicking rapidly. I have replaced the PCM Relay, but that didn't fix the problem. What is going on?? Battery voltage is over 13 volts. All this vehicle will do is crank, it just does not start. I can hear my fuel pump running though. If anyone has any suggestion to any of these issues, please let me know! This one has me stumped! Thank you all!

Welcome to the site.

How are you getting codes from the theft light? It is supposed to flash slow for armed and fast if the ecm detects a theft attempt.

Rapidly clicking relays are from low voltage. Time to start checking voltage drop on the circuits to find out where the problem is.

Hello, Yes the theft light flashes rapidly fo about 30 seconds, then flashes once, pauses and then 6 more flashes. The odometer also just shows dashes. Also the fuel pump never shuts off, I read where it was supposed to shut off after 30 seconds.

Where would you suggest I start checking voltage at? At the relays? Thanks.

Hello, not a whole lot of response yet, but I have another new syptom. My idol air control valve is making a loud rattling noise. I checked my voltage at pcm and fuel relays and also at IAC I have 12 volts everywhere I've checked. I've read one of the symptoms of a bad PCM is fuel pump never shuts off, with that and all my other electrical issues do I have a bad PCM? I've read they hardly ever go bad but is there another explanation? Thanks any suggestions would be much appreciated.
