Help - timing issues with new chains and phasers

Question for the timing folks -
I changed all timing components, gears, phasers, solenoids & guides. I kept throwing the P0017 code and all 3 cyclinder's 1,2 & 3 had misfire codes. Tonight I tore it all back down and looking at the back side of the can phasers compared to stock it appears that the timing mark on the one phaser is off 2 to the other side of the factory phaser. Has anyone else had this problem before and experienced these issues?
in the first picture the marks align, it's the second picture where you can see they are clearly off from the cam pin slot.

What brand did you use? I did a timing kit I my F150 about a year ago with Cloyes phasers, and a startup rattle showed up within 10k miles. Need to find time to tear it down and warranty them out.
