Welcome to the electronic world of using field effect transistors as virtual fuses. When the little black box determines the current load exceeds a safe level it "opens" the circuit cutting power to the motor. When you cycle the ignition switch the virtual fuse is reset and the process starts again.
There are a few things you can try but will require a digital multimeter that can measure amps using a dc amp clamp.
Is the fan speed automatic - where the speed changes as the interior temp starts reaching the set point?

Well it was the resistor. Quick order of the part off amazon solved the day. I will say looking through the service manual there was a section on testing the resistor with an ohm meter but, none of the results that I got were consistent with the service manual.
