idling issues on first start. im out of options. please help

2001 expedition 5.4L engine. 98k miles..On first start of the day after sitting all night, it idles up and down for 20-30 seconds which makes it idle kinda rough. after that, it runs like new all day. cleaned maf sensor, changed fuel filter, checked fuel preesure which was within normal limits, cleaned throttle body. changed spark plugs. check all vacuum lines for leaks visually and spraying carb cleaner on all lines. no leaks. Would the IAC valve cause it to idle up and down for a few seconds then run normal? that's about the only thing I haven't checked. Any suggestions? thanks in advance

when you say tpc, you meaning throttle position sensor corret? I didn't mention I do not have a check engine light on

Still a vacuum leak issue. Rent a smoke machine to locate the leak.
