insturment cluster lights

The only part of my cluster that is lit is half of the speedometer. Am I looking at replacing bulbs or the entire cluster? I was also told if I remove my cluster I will have to haul my 97 to a ford dealer to get it to start again. Anybody know if this is true?

If u replace the cluster, u will have to reprogramm two keys to the instrument cluster only at dealer, because the anti theft is built on to the cluster, if u replace the bulbs only u be ok, the dealer will charge about 65 to reprogram, but ull have to pay tow bill and two keys if u don't have two already!
