No heat in Front of Cabin (Driver and Passenger Side) Floor or Defrost

I have a 2008 Expedition that I;ver replace the Damper door actuator behind the radio several times. I here no clicking behind the radio or close to the floor where the druiver side actuator is located. I've pulle dth actuatopr free behind the radio and it operates when the temperature knob is rotated. We have heat in the back from the overhead vents. Recently replaced both of those actuators. Replaced the thermostat and antifreeze. Was going to replace the driver side actuator, but since I'm not getting any heat on the passenger side don't feel that will not solve the problem. Anybody have this problem and what solved it?

Does the heat eventually turn on? I have a similar problem with no blowing air but it eventually kicks in. The rear works normally. The front heat seems to take longer depending on how cold it is outside. The colder the temp the longer it takes to turn on. I’ve replaced the selector switch on the console and one of the relays with no luck.
