I have had some success with rubbing compound followed by wax, but it takes a good quantity of elbow grease. The clear coat is what is scratched so not impossible.

In Michigan we call them boony marks. No, not really, I just made that up. But some Meguiar's ultra cut or pro speed compound with orbital polisher ( I find a variable, isolating polisher/ sander works best) will get them right out. Be careful not to burn through on plastic bumper parts.

Depends on how deep the scratches are. Meguiar's ScratchX or a clay bar may help, but if the scratch is through the clear coat or, even worse, through the color coat, no amount of rubbing will fix them.

Lightly run the tip of your fingernail across the scratch. If your nail gets "caught" in the scratch, you may need professional help.
