Something like that would come only with a whole new seatbelt assembly.
Best bet is to find one if possibly out of a junk yard, especially a you-pick-you-pull type. Even then an auto recycler will probably only sell as a whole.

Ha ha, something very similar happened to me. But on the receiver end. The shroud around the receiver blew apart and they had to replace the entire receiver, which of course because they have explosive charges in them, I couldn't get one shipped to me and only a local dealer could mess with it. The good news though is that because they are considered part of the restraint system, they have longer than base warranties.
