Power Tailgate

I have a 2012 Expedition with a tailgate issue that has me stumped. It will not close with the buttons or the remote. But it will open with them . The two fuses are good, did the owners manual reset procedure 3 times. No chime either when buttons pushed to close the tailgate. Is there relays? A open one and a close one or is it a module issue?
