I had this identical issue on my 2012 expedition EL. I paid to have the AC drained and recharged to ensure I had the exact OE specified amount of freon. But this did not fix anything with the fan. I found a blown fuse under the hood. Mine was number 63, a 25 amp for "electronic fan". Once I replace that it started running like normal (low fan when needed). I believe with that blown fuse, the computer automatically cycles the fan on high to keep up with what the low fan would normally do. Hope this helps!
Rad Fan runs intermittently on high only when AC is on and truck is ironing or low speed.
