Are you sure the engine coolant is not low?

Cooling fan 2 is the a/c fan (passenger side). I would check the connector and wiring to ensure it is not damaged or corroded.

I think it's normal for the electric fans to come on when the AC is turned on. Not sure why they would come on when the heater is used tho. Unless the heater also runs the compressor like when the defroster is used.

My 16 the fans always come on at start up. Even is it's 20 degrees outside.
