Rear A/C Blower Controls

My rear seat controls (overhead console) is blowing on HIGH, can't be turned down. This occurs anytime the front controls are turned ON. Before I dig into it, thought I'd seek experience of others. Should I look at the control units, replace it completely or just the Fan-Speed part of it....thanks
