I would think that Ford is obligated to repair. It is after all their recall.
Well...for one, we don't know if the dealer in question is a Ford dealer, for another, again, what if a remedy is not available?

I'm of the belief that once a recall has been issued it is the responsibility of the company who made the vehicle to honor the recall no matter who presents the car/truck for the repairs listed in the recall.

That's exactly correct. But it is up to the owner to take the vehicle in to get the service. I think there is a time frame because I purchased a 2002 ford vehicle that had several recalls, but Ford would not honor it since it was 2020, lol.

Hmmm, could be that they only repair the recall before the warranty expires after that your on your own?

Hello! My husband and I are going to hopefully be buying a 2019 expedition tomorrow. I was looking into the carfax and saw there’s 2 active recalls. I don’t quite understand the 2nd one. Do we not buy it or is it easy/cheap to fix?
Ford will fix the recalled problem at no cost to you. It doesn't matter if it's out of warranty.
