Rough Country lift on the Tremor

So I tried out the Rough Country spacer lift on the ‘25 Tremor and ran into issues getting it level. Has anybody here lifted a Tremor yet, and might know what I’m missing?

I switched over to Bilstein 5100s all around and put 35” Toyos on at the same time. The rear is an inch low.
