they are called valances, and there are several chrome style valances that have room for billet grilles and fog lights, there are also some that you can ptm but i think they stopped making them, remmeber valances from 97-98 expeditions can also fit

even more importantly-
remember that the lower valance was different, depending on whether you had 4x2 or 4x4.
4x2 was somewhat deeper, no holes for the tow hooks as found on 4x4.
