Turn signals, brake lights, hazards

2000 Expedition. Brake lights, turn signals, hazards don't work. Third brake light does function. Brake lights will function, however, only when hazard switch in the 'on' position. I've replaced, multi-switch for turn signals, turn-signal relay, bulbs and checked all fuses. Any other suggestions? Thanks.

First using a meter recheck fuse #13 and 23 in the fuse block under the dash Make sure you have 12 volts into and out of the fuse.

Next check for any bad ground connections behind the passenger side kick panel. There have been many reports about ground connections coming loose or even braking loose due to corrosion
