Unable to change air discharge location

got an '04 xlt with 5.4L. for some reason I can't get the air to blow out from anywhere except the defrost vents. doesn't matter if its A/C or heat setting. is this an electrical problem or a vacuum problem?
also, there is a loud clicking coming from the back of the vehicle when the rear A/C and/or heat is turned on and through precise fiddling with the controls we can get it to stop but only for a short time. any ideas?
all advise would be greatly appreciated.

Incorrect/erratic direction of airflow from outlet — manual climate control

Function selector switch.
Vacuum hose.
A/C vacuum reservoir tank and check valve.
Vacuum control motor.
Vacuum actuator arm.
Mode door.
