Warm AC

Works part of the time. Seems mostly at idle. On the highway it is good. This morning it was freezing from the get go. Only one fan in the front is spinning. Should both fans be on when the AC is on? Fuse, connection or do I need to replace the fan assembly?

Can bypass a switch and put power directly to the fans to see if they work.

I don't want to just replace stuff.

I don't think the second fan is coming on. Is that a fan unit problem or is there module that needs to be replaced.
