Winding sound increasing w/ acceleration

I have a '98 Expedition Eddie Bauer 4 wheel drive w/ 201K miles on it. The issue I'm experiencing is a winding sound that sounds like it's coming from the front left of the truck. The best way to describe the sound is putting a baseball card between the spokes of a bike tire & pedalling down the street. The sound increases as I accelerate & slows down as I decelerate. The sound goes away when I'm doing maybe 15mph. I noticed that if I hit a bump, the sound goes away for a split second, then resumes. Anyone help would be greatly appreciated.

sounds like a wheel bearing is going out. they are sealed units

I recently had taken it to a dealer for a recall issue unrelated to this. They did say something about ball joints. I'm not sure if that's causing the issue, wheel bearings, or perhaps something else.
