Agreed. He hasn't posted any info on voltage at different points so we don't know what voltage is at the starter. Therefore we can't approximate the amp draw. Some assumptions are being made, such as charged battery, clean connections, cables in good shape etc.
This has the symptoms of a stuck or shorted starter. He should verify that he is getting battery voltage at the hot lug on the starter. A whack with a hammer doesn't hurt either.
There is one other scenario that would have the same symptoms - a seized engine. For giggles check the oil level and make sure that it isn't the problem.
