Captive bolt/nut/female threaded rod/whatever the hell it is....Rattles like a mother.

Can I cut it off or is it useful somehow???

Dunno. doesn't look like a pre-molded slot to keep anything from moving. is that the only one?

maybe put some felt or rubber around it, duct tape it down to keep from rattling, or cut off as you indicate.

Um, that’s the threaded end for the jack/tools tie down bolt.

I removed mine only because I relocated
My jack and tools and wanted that shallow well to put groceries in. It’s a pain to remove. Has a nut on bottom side. Good luck.

How do you get at it, from underneath the truck? Anything else need to be removed?

Yes...removing the spare tire might give you better access. You have to somehow hold the top part with a pair of channel locks or something.
