If you have 6.5v at the connector in the fusebox for the fuel pump circuit that will confirm an issue with the fusebox/relay. But if you have source battery voltage then you have a corrosion issue in the harness from the fuse box to the fuel pump.
Usually 99 out of 100 will be the fuse box. Since you are in a winter salt state the possibility of corrosion in the harness applies.
