Yea with using some starting fluid I think it should have at least "coughed" a little.

Not sure on this one but have you checked the EEC relay? I had some EEC relay issues on my 97 crown Vic with the 4.6 that caused a no start problem.

As already stated though use a meter and check the fuses.

i used starting fluid again and it did start today so i believe its the fuel pump

did you test the fuses also did you check for voltage at the inertia switch
