On my 02 EB the rear air won't blow cold air unless its cool outside I checked the blend door actuator its fine. My next thought is maybe the rear ac expansion valve is stuck could this be the problem and if this might be the case how much trouble is it to fix this problem.

Yes it could be your problem. The R134a would need to be reclaimed, swap out the expansion valve. Then pull a vacuum and recharge. Easy if you have the necessary equipment.
