Brake pulsating problem

I have a 2001 ford expedition 4.6 awd 4x4. I am experiencing brake pulsating coming from the brake pedal. I have recently replaced the brakes, rotors, hub assembly, brake lines, and checked the vacuum pump at the brake booster and none of those seem to be causing the problem. I think it maybe something with the abs module but not sure. I pulled the fuse for the abs (fuse 23) and it seemed to fix my problem for the time being. Any ideas on what it could be or anyone have any problems like this?

Could be a wheel speed sensor. I know when I replaced my wheel hubs, I had a similar problem show up while braking and turning right. I would start there. They unscrew from the hub housing.
