Has anyone removed the plastic part hanging down on the front bumper?

Air dam and is meant for fuel economy/aerodynamics.

I understand, but it makes ground clearance pretty pitiful. Plus I think that removing it and adding a leveling kit will do a ton to help both that and the aesthetic of the vehicle.

Maybe old school thought, but I was under the impression that this helped "scoop" air up in front of the radiator for cooling as well?

I don't think you'll have any warranty issues. The manual says:

Note: Your vehicle may have a front air dam that can become damaged, due to reduced ground clearance, when taking your vehicle off-road. You may remove this air dam by removing eight bolts.
