Help!! Can't remove the ignition lock cylinder.

I'm having a problem removing the ignition lock cylinder in my wife's '99 Expedition EB.

The procedure is to turn the key to the run position and insert a small tool in the hole underneath the cylinder, depress the retaining pin and pull the cylinder out. When I depress the retaining pin, I can pull the cylinder a small fraction of an inch and no further. I've tried turning the key from ACC to START several times to no avail. Is it hanging on something? What else could I try.

For the 99 Expy:

Removal

Disconnect the battery ground cable (14301).
Remove the ignition switch lock cylinder (11582).
Insert the ignition key and turn to the RUN position.
Press the ignition switch lock cylinder release tab while pulling out the ignition switch lock cylinder.

Might try pushing harder, not pulling on the cylinder while pushing the pin - push then pull.
