I've always heard of shops using a rubber wheel that attaches to a drill.

As for the markings, I don't know if you'll be able to get rid of them. The markings are left because the paint faded, not the clear coat. All polishing does is remove and level the clear coat, but it doesn't touch the paint.

If it is clear coat it will actually be the clear that has faded and not the paint, the base/clear system was developed to ensure that the base coat did not fade anymore, it is basically a protectant. If you have it polished or maybe a light wetsanding and a polish it should come out. I have personally had to do this a couple of times and see it done in shops all the time ( I am a paint and body sales representative for a large autoparts company in victoria, bc )

I would, as they have a bit more training and experience generally in doing that. Anything more than cleaning, buffing, detailing or waxing anyhow.
