2002 Ford Expedition Eddie Bauer Instrument Cluster

The instrument cluster doesn't light up all the way. Basically all warning lights work perfectly but the speedometer and gauges have no light at all. Any ideas I checked the fuses and relays all are good. Do you guys think it would be the cluster, the bulbs or the dimmer switch itself. Also I had a rapid blinking right tail light and I replaced the bulb and I still have the same problem. I've heard the tail light being out could cause issues with the cluster as well.

And I replaced the started because it wouldn't start sometimes but now it is doing it again. I have to put the key to run then use a screwdriver to connect the starter solenoid on the passenger side.

Do the radio and heater lights dim? If not, check your dash lamp dimmer dial switch. Jump it out and see if you get light.
