Where is the heater control valve located on 2000 Expedition XLT 4x4 with auxiliary heat for back?

I am looking for the heater control valve (hot water valve) on my 2000 Expediton XLT 4x4 with 5.4 liter engine. I have identified the heater hoses, and the feed hoses are hot and the return hoses are only luke warm, both going to front heater core and also 'Tee' going to rear heater core. I have not found any hot water control valve that I have been able to identify. All hoses appear to be OEM or OEM replacements. Any information would be appreciated.

Could try reverse flushing the heater core out. Careful with the old ones, you could make it start leaking.

On my 2003 the heater control valve is right above cylinder #3 coil pack.
