My 2010 4WD averages around 13 when driving around town and that's not babying it. On the highway around 65 to 75mph it will average around 17. Not too far off. It just depends how it's driven in some cases as well as maintenance.
Any time I had a heat issue with my 03 was due to severely low coolant and the time the actuator behind the radio/glove box area failed. You can try slapping the underside of the dash area to see if the actuator frees up.
I have that problem from time to time. Mines was the steering wheel locking. Had to turn the wheel side to side pretty hard until I got the key to release.
What issues were you having? I'm not sure but I think mines may be leaking. The last week or so it worked, I would smell a little refrigerant in the cabin for a few seconds then it would go away. I haven't bothered finding a leak yet but was just thinking the worst with the evaporator core.
