    No, not normal. I'd be very concerned about water/debris ingress getting into the tank till fixed. For now you may want to consider adding something in place of where a gas cap would go, just to cover it (even if just a rag). YMMV

    If you keep the same tire height and width/spacing, no speedo correction and no rubbing. Also, probably a better selection of tires (both less-expensive and more off-road types). And more than likely, an improved ride by a bit more sidewall.
