'01 EB Rear Wiper / new motor, but not a full swipe

While repairing a leaky washing fluid hose (that soaked the headliner and video console), I decided to attack the rear wiper motor. It had not been working properly for some time. Upon removing the rear door panel, I discovered a broken wiper motor mounting bracket.

After welding the bracket and installing a re-manufactured motor, I made sure to run the motor without the wiper arm first (because who knows what position the motor shaft was in). After the shaft was in the "home" position, I installed the wiper arm.

While in the "INT 1" and "INT 2" switch positions, the wiper will only swipe about halfway (to about the 12 o'clock position). The rest of the cycle (a couple of swipes and return "home") is normal.

Could there be an adjustment I am missing? I'm ready to take off the wiper arm permanently, and just Rain-X the glass!
