1998 expedition EB AC stuck in COLD

I have a 1998 Expedition and the air conditionoing its stuck on Cold. I try to get more info but im stranded. Here is already cold. what i need its the heater but can't get it there. I was wondering if any of you had the same problem before. what it can be?

Either the heater core is plugged or the Heater blend door/actuator actuator failed.

Dash will have to come apart just like a heater core replacement
