2001 Expedition XLT Drivers Side 2nd Row Seat Issue

Hi all, posted this in the interior section as well but I need help with my 2001 Expedition XLT Drivers Side 2nd Row Seat. It will not fold flat as it used to. I ended up pulling the seat out of the vehicle (had to use a screwdriver to manually release the catch that would allow it to fold flat) and it appears the cable is stretched out. There is a black adjuster on the cable but it doesn't seem to work...anyone have instructions on how to adjust that cable? or is there a snippet from a service manual that shows it ?
