2005 - front drive shaft turns in 2H

I have a 2005 XLT that when the 4x4 switch is placed in the 2H position it still turns the front drive shaft. I verified this with the vehicle on a lift. The front tires do not turn (front driveshaft does). When placed in AWD / 4H / 4L the front tires turn. I believe the IWE's are functioning properly. I thought I understood that the clutch in the Transfer Case should not allow the front driveshaft to turn when in the 2H position.
1) Does the TC clutch disengage the front driveshaft when in the 2H mode?
2) If yes, mine must have a problem. How would I diagnose the clutch in the TC?

I am still trying to get some help on this. After not getting any response last year I kind of just let it be. However, I am desperately trying to get some advice before pulling the TC and determining if indeed this is the Clutch hanging up when in 2H mode.

I think between 2H and AWD the only thing that activates is the electric clutch. I believe that clutch is hanging up or not totally deactivating while in the 2H mode. I guess I am trying to understand if there is anyone who has experienced this or has a better understanding about how I might diagnose this condition.

This is what is in the service manual there also is a long list in the testing procedures
Don't know if this applies to you or not

The front axle does not engage/disengage correctly/makes noise in 2H under heavy throttle
Mode select switch.
Integrated wheel ends (IWE).
IWE solenoid.
Vacuum leaks.
4x4 module (PCM).
Front halfshaft.
Go To Pinpoint Test B .
