Sprayed some lube around the base of the steering wheel, didn't make any difference.
Clockspring or upper steering column bearing. I've had them make a small squeak so I never opened things up to investigate, but the noise has come from one of those.

The squeaky noise is definitely coming from inside the vehicle, upper steering column by the steering wheel.
