98 Navigator only starts in neutral

So I just bought a 98 Navigator and actually haven't even gone to pick it up yet. Planning to do that tomorrow after work. Anyway, you have to shift it into neutral to start it. Also it doesn't like to go back into park. I'm thinking maybe there's an adjustment or a worn out cable somewhere?

Where do I start looking?

If the gear indicator is in the correct location for neutral I would check the cable for travel when it is disconnected from the transmission.
You should also check the shift lever on the outside of the transmission to make sure you can put it in park by using a wrench.
