AC Clutch Issue? Also new Mods (Roof Rack + LED Bar)

So Ive been having a problem for a few months in June I was working at a camp with my 2004 5.4. A sound had developed in the engine bay that is basically a wining noise and many people told me that it sounded like a ford power steering pump. I've had no problems with the powering steering that I can tell. Anyway checked the fluid and there was none in the reservoir, put fluid in it and the noise died out some. But also in this I noticed that flipping the AC off caused the noise to be louder. The noise is still present when the compressor is engaged and also I can fairly frequently hear the compressor engage and disengage especially at idle. So my question is power steering pump, or AC compressor, or Both. And if the AC compressor is this a "I need a new compressor", or "I need a new compressor clutch", or "Take out a few shims from the clutch" situation. Any guidance in this is most appreciated.

On a different note I thought I'd share this in case anyone is interested since I couldn't really found anyone who had done a roof rack like I wanted. So check out the pics and let me know what you think.

I don't think the noise is coming from the ac compressor although if it cycles constantly it may need the clutch adjusted or a recharge.

If the fluid in the reservoir got that low you have a considerable leak somewhere. The pump is probably pretty worn at this point but if your steering is still good and you can live with the noise then it doesn't need to be replaced yet. I would change the fluid and also add a bottle of Lucas power steering stop leak..it helps to lubricate the pump as well as stop leaks. It quieted mine down a lot.
