I have an 03 with backup sensors that have stopped working. When you put the truck in reverse, you hear "blip blip" and that's it. The sensors do not work when there is an obstruction.
Any help would be appreciated.

I'm not familiar with how it's supposed to work. Is it supposed to go "blip blip" when something is there and stay silent when nothing is there?

my '05 did that too... they worked, ONLY occasionally. When you put the car in reverse, you would hear them blip for just a second, then the dash display would say off, instead of on.
I fixed mine by buying a new Expedition, now they work great. Alright, so I'm only helpful with part... my '05 did do same thing, yes. I just never got around to fixing as I actually look over my shoulder and check my surroundings before backing. However; before trading in, I went to dealer to have fixed, and they quoted me some ridiculous amount to fix. So then I took to an independant shop, said it was an easy fix, just needed to replace one or all of the sensors.
So, if you're handy, can probably do yourself...

I used to have an '02 Explorer that had this same issue. The dealer had to replace a sensor that had gone bad. Luckily it was under warranty.

I have an 01 expy that I recently bought. It has started doing the same thing, the back up sensor worked great and not it will work and not work. I believe its suppose to stay silent until something is there, now it just keeps beeping while in reverse.

Your symptoms do not seem to indicate a problem with the sensors being aimed too low and alerting the pavement. Rather, IMHO, possibly either poor connections somewhere in the system or problems with the control unit.
I too have a reverse sensors installed on my Scorpio. I'm able to do a very close and tight parking when required. This reverse sensor beeps and has LED display which changes as it nears an object.
