Seems I remember there was a diagram to show you how to wire the lights to both be on when the bright lites were on. Is this just my imagination or does such a thing exist?

What year do you have?

As long as it's 06 and older, you should be able to do it with the Bambi mod, which involves bending and grounding one of the fog light relay pins.

Edit:

Reading your OP again, I'm guessing you have either a 1st or 3rd gen Expy that uses the 9007/9008/H13 bulb, and you want a way to have them both on (like when you flash to pass by pulling the lever back). The bambi mod mentioned above will keep your high beams and fogs on.

if i flash to pass my fogs stay one. but i would like it if my fogs at least stayed on when i put my lights to hi beam. is there a way for that?

The Bambi mod should do the trick. Search for it on F150online or google it.

I decided to replace the lites with Bright Technology bulbs. Xenon and halogen. Very impressive, and easy to switch out.

I believe the fogs interact the same way in the older gen Expys. I'll try posting a wiring diagram tomorrow.
