Or just pull the front drive shaft, It is common on jeeps to do this to reduce the wear on the gears when on the street, it also helps with mpg since it removes drivetrain drag. Check with other first thought, I am still learing about expeditions, my have other issues.

I have 98 XLT, 4.6L, and with the 2 wheel drive, its' gas mileage isn't any better than yours. I get about 10 mpg city, and 11 to 12 highway.

You can pull fuse #104 to keep it from going into 4wd. But as the others said it will do nothing for your gas milage. In A4wd it only goes into 4wd when it senses wheel slip (rare). Its not all wheel drive... it automatic 4 wheel drive.
