Actually I was trying to get to the root of my electrical problem. This issue is driving me crazy. I figured since I had the CJB apart, I might as well document it for anyone else.

So the issue continues. Symptoms are when the interior is hot, the power windows, radio, instrument cluster gauges (not the lamps, just the gauge readings) courtesy lamps, open door chime, power seat memory activation, glove box lamp, and a few other odds and ends won't work. It started randomly only a few times a month but now it happens every day that the interior is hot (90 degrees+). At first I found that if you pulled fuse #21 and put it back in, the affected items came back on immediately and worked fine. However, after a few weeks of randomly doing that, pulling fuse #21 doesn't work and the only time they return to normal is when the interior gets cooled down to the 80's or so after running the A/C or if the interior is already in the 80's or below and the items don't work, pulling the fuse sometimes will fix it. So my thoughts immediately went to a bad relay that was actng up when the temp is high (probably due to contacts expanding and losing a connection). My guess was that it was one of the built in relays on the circuit board of the CJB since the other accesory relay (C2075) was ok. I ended up replacing the whole CJB since there was a TSB about the older box having other issues. Of course, that didn't fix the problem. Right after I replaced the CJB with a new one for the lovely low price of $250, same problem happend again. Fortunately I have the complete shop manual set (Vol1,2 and the electrical manual) but I don't look forward to tracing down where the short is probably located, considering fuse #21 ties into several other systems and relays. I'm going to do some more troubleshooting this weekend and see if any other fuses affect this condition. I've seen other posts in other forums about similar electrical problems but they usually center around the power windows and radio not working and the instrument gauge connectors 220a and 220b. Another rant is the lack of detailed TSB information on the internet. I signed up for AllDataDIY and of course they're missing the TSB 18127 that discussed various electrical problems with 2003's. Does anyone know where you can find ALL TSB's for a year and model for a decent price?

Try also fuse 24, relay number 2, fuse 22, fuse 401.

Unless it's a bad battery saver relay (R304 or C2075) which is integrated into the CJB. Granted, that only affects:
Roof rail lamps, Vanity mirror
lamps, Map/Dome lamp, Glove box
lamp, Cargo area lamp, Outside
mirror puddle lamps, Instrument
cluster (interior lamps)

Fuses 3 and 109 affect the memory seats.

Just a thought, but could the heat be affecting the relay/fuse itself? maybe try replacing it with a new one and see if the problem goes away.
