While my coolant level is at an acceptable level and don't need to do anything with it, I acquired a coolant tester for another 'project' and was going to test it (to see if the tester really says anything).

however, I cannot get the cap to come off. It turns around 3/4 of a turn and won't go any more. Pulling up doesn't seem to budge. So stupid question: how is it supposed to come off?

Has anyone ever figured out how this cap comes off?

The cap is just supposed to screw off. If it's not, the inner and outer parts of the cap have separated and broken.

Get yourself a new one first. Observe it's geometry. Then when you have that, put a deck screw through the old cap using your observations from the new one, to lock the inner and outer parts, being careful to avoid damaging the reservoir bottle. Unscrew, remove, replace.

I have also used a large channel-lock pliers to remove a plastic, ratcheting cap (such as this or an oil fill cap) that has broken.
