Dash lights on a timer???

Hi all,
I'm having a lighting issue. It got cold here. I don't have the money to replace the heater core, so I bought a 12v plug in heater. I ran an errand and forgot to shut it off. It drained the battery. Got a jump. Started and ran home fine.
Here's the problem: Turn on the headlights, Dash light come on for about 14seconds and then shut off. I pulled the dash apart to look for any burnt wires. Didn't find anything. Fuse #18 meters good. Can't figure out how to pull Relay #1 and meter through it to see if it has a issue. ANY IDEAS???

Grab hold of the relay and pull hard you may have to rock it gently to get it out
