Someone left it there? Sounds like a 12v extension without seeing a pic. Commonly see them going to a multi port 12v adapter or maybe a small electric cooler.

Aftermarket something.

Look for lights, compressors, fans, etc

Maybe amps or multimedia stuff, it'd be an odd solution but might explain the on-off (socket stays live, at least in 3rd gen)

Here is a photo of mine on 2004 Expedition XLT.
No on/off switch on mine.
Never have used it.

Very useful when camping or tailgate party. Good for plug in cooler, charging cell phone, etc.

Did you lift up the floor cover and see where it goes or what's under there ? It looks like you have to plug the cigarette lighter plug into the outlet there, and it powers something under the floor cover. Take a look. It's not something from the factory.

Definitely not factory. Very odd looking, that's a huge bundle that looks to be "custom" made. No idea what that is/could be for. Maybe wired in to provide external power to something in the vehicle. Only reason I could see to have the lighter portion so far down the line. If it were meant to plug into the 12v port there on the cargo area I dont know why whomever made it so long. You've got exploring to do

Here's my guess.
It's a long powercord not attached to anything.
One end just happens to be stuck down under that seat.

You didnt even raise the seat and see where it goes before posting on the Forum?
Its been 11 days and you still haven't?

You're wrong on both guesses. It's not just long power cord. And the seat was raised until I lowered it to trace where it goes..

Definitely not factory! Most likely they have installed an on-board air pump, inverter, or even some type of gaming device or at the end of that cord could be just another 12v plug-in, they just wanted to extend it so they could plug something like a music, portable cooler etc, but wanted to use it somewhat away form the vehicle. Seems like you'll find the answer when you lift up the compartment panels and follow the cord.

I was thinking along the lines of entertainment or a cooler but not being able to find the other end makes little sense. It would have to be a pretty large, accessible area for those ideas. Normally I wouldnt care about the details since its not my vehicle but I'm bored and curious now.

I'm bored too. $50 says it's a powercord, the other end is loose.
