Ford Protect aka ESP PremiumCARE - ever cancelled by Ford?

After reading this story I wonder if there is any "hidden" waiting period for ESP to really kick in.
To sum it up the guy got a used Transit from a Ford Dealer and he also got ESP PremiumCare but the dealer was stalling the repairs.
That would suggest there may be some hidden waiting period.

Per Ts&Cs the ESP kicks in immediately but also Ford can cancel the policy at their discretion (some states are different).

Usually there is a waiting period so whatever warranty company doesn’t get stuck with existing problems, but that wouldn’t apply to Ford because you can only buy an ESP in the 3/36k warranty and obviously they’re the ones that were previously warranting it. I read somewhere Ford sends a corporate representative to inspect vehicles that have a warranty claim that is large (like an engine or transmission), might be why the dealer was stalling. Or it was that the dealer was a crappy dealer.
