front ac/heat clicking on cold

I've been on the web for hours and most write ups are on the rear. I know there's a front acuator but I just want to confirm it before I replace.

Whe turned from heat to cold, about 70 degrees and lower, it starts clicking. Obove that it's fine. Replace the acuator correct?
