Front HVAC temp

I have an 04 XLT with manual climate control. Adjusting the temp control has no effect on the air temp out of the vents with or without the a/c engaged. Using the Max a/c setting does put out cold air. I don't hear any noises under the dash when adjusting the temp control.

Based on what I've read, I'm thinking it's time for a new actuator. Based on the symptoms, could somebody verify that it's the actuator, or if I should be looking at something else?

Thanks for the info!! Can anybody tell me if there's a semi-easy way to see the actuator and blend door without dismantling the dash (flashlight and mirror)?

Don't know if the second gens are similar to the first but I had to remove the console in order to have access to the actuator. There was a small gap that you could see the shaft move while adjusting the temp control.

You may also want to verify the heater hoses are hot when adjusting the temp.
