Getting serious about undercoating

I wanna avoid what happened to my 01 CVLX, happening to this truck. While I was down there working on the suspension, I only found one spot on the frame, passenger side that gave way with a hammer. I suspect the same spot on the driver side would give way too but I didn't tap it. Overall, this is by far the worst spot on the frame, everything else seems to be just surface rust. The suspension surface is 100% rusted, lot of flakes fell off the control arms and whatnot but nothing felt spongy. Could probably prep and seal them but I'll likely just replace the arms with new parts since they'll already be painted, and having the suspension out of the way would make it easy to prep and undercoat. For the age and mileage though, the suspension besides the busted shocks I was replacing was fine, no ball joint movement at all actually.

I got three goals really

1. How can I go about patching that hole seeing as how I have zero welding experience?

2. What's the best option for a one-and-done, never gonna rust again frame undercoating? I've seen Eastwood paint highly recommended and I would definitely wanna use that interior rail paint they have that's got the hose on it so it doesn't rust from the inside like my CV torque boxes did. I'm in northern NJ, so it's gonna see salt over its life for sure. Should I be looking at more than paint, something like a rubber spray?

3. I know this one is common enough, how does one replace the rockers? They're totally open, pretty much nonexistent. For the moment I was gonna spray some rustoleum converter paint up in the openings to keep it at bay for the moment
